"BBMP bye-laws mandate that animals ... are supposed to be slaughtered in the slaughterhouses that are licenced by BBMP. The waste produced here is handled responsibly. ... There is no rule that caters to small meat shops that carry out butchering illegally. While health inspectors of the wards turn a blind eye towards such illegal activities for their own reasons, they don’t provide any official mechanism to dump animal waste, to such shops. ..."
